Friends of the Atascocita Library’s(FOAL) beginnings can be traced to 1986, when the Atascocita Hi Neighbor group, led by Odell, initiated a decade long project to have a library built in the developing Atascocita subdivision. The Atascocita Branch of the Harris County Public Library opened May 5, 1996. Odell was honored by FOAL, with the Dreams to Reality Gala on October 27, 2007.

Born in Soper, Oklahoma, Odell and her family moved soon after, due to her father’s job with Gulf Oil, finally settling near Longview, Texas. She attended Kilgore Junior College, later graduating from University of Houston, with a teaching degree, majoring in English, and earning a master’s degree from Sam Houston State. In 1986, after a 20 year career in education, including a stint teaching English classes in San Luis Potosi, Mexico, she retired as an English teacher from Waldrip High School, and moved with her husband Bill, now deceased, to Atascocita.
