The Harris County Law Library is located on the first floor of 1019 Congress. Surface parking lots and metered parking spaces are available throughout the area. In addition, parking is available in the parking garage next to the building when an attendant is present, usually until noon. The garage in the 1019 Congress Plaza building is for contract parking only.
The Harris County Law Library serves the legal information needs of self-represented litigants, legal professionals, the judiciary, and county and other governmental officials. Public access to legal information is a critical component of open and equal access to the justice system. The Harris County Law Library’s mission is to provide all of its patrons access to relevant, current, accurate, and practical legal information in the most appropriate and cost-effective formats possible and to provide educational opportunities designed to enhance patrons’ understanding of legal information and how it is accessed.
In 2013, HCPL partnered with Harris County Law Library to offer their customers a small browsing collection of popular public library materials for adults, teens and children, and the ability to pick up reserve items at a convenient downtown location.
